- In the 70s the African power utilities were facing the problem of technical officers who could master the fields of networks planning and operation (Generation, Transmission, and Distribution)
- At its 6th Congress held in 1978 in Dakar, the APUA decided to create an Engineering College in order to train bilingual electrical Engineers (French/English) enrolled from member utilities. This school is known as : the "Interafrican Electrical Engineer College" (IEEC). It is located at Bingerville (Côte d'Ivoire) 15 km from Abidjan.
- The School was opened in 1979. From 1979 to 2000, the IEEC trained more than 250 Engineers from a number of African Countries. Most of these Engineers are currently holding significant posts within their utilities (Chief Executive, Manager etc…)
In year 2001, further to the changes in the training policies in several member countries, APUA gave up the school to the Ivorian government for its integration to the University of Abidjan-Cocody.
